New and Continuing Resources and OA Investments Fiscal Year 25-26
FY25/26 New and Continuing Resources
CDL is pleased to announce new and continuing resources recently acquired by the UC Libraries for systemwide use by UC students and faculty. The selection of these resources was a collaborative effort involving all ten campuses, with input from the Joint Steering Committee for Shared Collections (JSC), the Shared Content Leadership Group (SCLG), and the Project Transform Working Group (PTWG). Thank you to SCLG, PTWG, and JSC for prioritizing these high-value resources.
How did we decide to purchase these resources?
JSC, SCLG and PTWG identified resources that would provide high value to the UC System, based on guiding principles such as ensuring equitable access to vital scholarly content across the system and advancing the diversity of voices represented in our collections. In October 2025, JSC surveyed library staff from each UC campus and all Common Knowledge Groups (CKGs), soliciting recommendations for scholarly resources for systemwide acquisition. JSC ranked the campus responses, and CDL requested and evaluated proposals from the vendors. The next JSC survey will be distributed in Fall 2027.
How are we paying for these resources?
All of the following resources were licensed with no costs borne by the campuses, thanks to central funding established to support the needs of the UC collective and to improve systemwide access to important scholarly work. In addition, CDL is pleased to fund some acquisitions, and contribute to others, from its one-time content budget.
Duke University Press Frontlist 2026
Access to the 2026 Duke eBook frontlist, with approximately 135 titles, is now available to all UC campuses on the De Gruyter platform.
Eighteenth Century Collections Online (ECCO) II and III: Gale
One time purchase with access for 10 campuses.
ECCO is a fully text-searchable digitization of the eighteenth-century section of the works cataloged in the English Short-Title Catalogue (ESTC), including books, pamphlets, and broadsides printed between 1701 and 1800.

Frontier Life: Borderlands, Settlement and Colonial Encounters (Adam Matthew)
One time purchase. Frontier Life includes documents from sixteen archives and libraries around the world. The vast majority of the collection is never-before published, and covers colonialism and imperialism, global history, historical geography, Indigenous studies, the American West, migration, borderlands and economic history. This database covers the period of 1650-1920.

Oxford University Press: Oxford Bibliographies Online (OBO) – Two Additional Subjects
Including updates in perpetuity – no ongoing access fees.
CDL purchased the remaining two Oxford Bibliographies Online subject areas in perpetuity for the entire UC system. Combined with last year’s purchase, campuses now have access to all 48 subject areas, the complete OBO collection to date. Access Oxford Bibliographies Online here.

Oxford University Press: Oxford Reference Online Premium
Beginning with the July 1, 2026 renewal, all UC campuses now have access to Oxford Reference Online Premium, funded by CDL. CDL will continue to fund this subscription for all campuses moving forward. Oxford Reference Online Premium provides specialized content from Oxford University Press’s Encyclopedias and Companions as well as works from distinguished partners.
Oxford University Press: Oxford Research Encyclopedias Online (ORE) – Seven Additional Subjects
Including updates in perpetuity – no ongoing access fees.
Oxford Research Encyclopedia (ORE) articles are peer-reviewed and vetted by editorial boards of leading international scholars and researchers, and content is added and updated monthly and optimized for discoverability. With this one-time purchase, campuses have systemwide access to seven additional ORE disciplines (for a total of 31 disciplines).

Access is for all UC campuses, and can be found at the Oxford Academic platform.
Project MUSE 2026 Complete Collection
2026 is Year 1 of a 3 Year Agreement
Each year, Project MUSE offers a selection of front list collections that are available for advance purchase, providing access to newly released titles from participating publishers. The 2026 Complete Collection will include over 2,950 new releases (including the new Hopkins Book Collection). Access to new titles in the collection(s) is available immediately upon their release on the Project MUSE platform, in a DRM-free format, with unlimited simultaneous usage, downloading, and printing.

Records include supplemental information such as datasets, answer keys, scoring sheets, and test manuals, when available. The A&AePortal is an eBook resource that features works of scholarship in the history of art, architecture, decorative arts, photography, and design. Developed and maintained by Yale University Press (YUP), the A&AePortal is a unique digital platform. The library comprises out-of-print, backlist, new, and born-digital books from YUP and various publishing partners, with some new books being added each year.
New and Continuing Scholarly Communication Investments: OA Initiatives and Subscribe to Open
In addition to the resources listed above, in consultation and collaboration with the UC-wide Shared Collections Leadership Group (SCLG) and the Project Transform Working Group (PTWG), the following new and continuing scholarly communication investments were funded in full in Fiscal Year 25/26, reflecting our commitment to “invest in open” by allocating a portion of our collections funding to the development of open content and infrastructure in support of UC scholarship and teaching.
OA Initiatives
Projects to Support UC-authored Open Access Monographs: FY25/26 Update
Starting in 2025, UC Libraries are supporting pilot projects to enable the opening of UC-authored monographs and to broaden access to University of California research and scholarship by making UC-authored books open access.

Beginning in Fall 2025, UC Libraries are participating in the sponsorship program to help ensure the 34 UC-authored books in these collections are made open access.
OA Community Investment Program (OACIP)
The Society for Cultural Anthropology – Funded for 2026 (FY25/26 is Year 4 of 5)
Cultural Anthropology is a peer-reviewed Diamond open access journal that publishes ethnographic writing informed by a wide array of theoretical perspectives, innovative in form and content, and focused on both traditional and emerging topics.
OA Community Investment Program (OACIP) All Journals Bundle: 2024-2025 Cohort
The Lyrasis Open Access Community Investment Program (OACIP) provides a community-driven framework that enables multiple stakeholders to evaluate and collectively fund Diamond Open Access (OA) journals. Funding support for the OACIP All Journals Bundle 2024-2025 Cohort is for three years – 2024 (Year 1), 2025 (Year 2), and 2026 (Year 3) – distributed evenly across eight OACIP journals:

Opening the Future
Support for OA eBook Publishing:
The 2026 annual fee is fully funded for nine UC campuses, with DRM-free, unlimited access to collections from the Liverpool University Press and Central European University Press backlists (the CEUP titles are hosted on the Project MUSE platform). The support enables both Liverpool University Press and CEUP to publish new frontlist books in OA format. The membership revenue is used only to produce new OA monographs, without requiring authors to find funding for book processing charges (BPCs).
Liverpool University Press (LUP) Modern Languages Package
9 UCs, UCSF does not participate
FY25/26 is Year 2 of 3
The Modern Languages Package from Liverpool University Press is the same package that was funded for the initial 3-year term (from FY22-FY24). The UC Libraries continued their advocacy for Open Access by renewing support for a second three-year term beginning in FY24/25. Having also invested for the prior three years (2022 – 2024), all participating libraries now have unlimited, perpetual access to the Modern Languages package of titles on Hispanic culture and language, literature, theory and history.
Central European University Press (CEUP) East Meets West package
9 UCs, UCSF does not participate
FY25/26 is Year 2 of 3
The CEUP East Meets West Package will be paid each year for three years (2025, 2026, 2027). At the end of the 3-year period, participating campuses will have perpetual access to the East Meets West collection backlist package of titles about the historical context of the current conflict between Russia and Ukraine. During the prior three-year support period for Opening the Future, CEUP (2022 – 2024), participating libraries selected individual collections, and they each now have unlimited, perpetual access to these packages, which cover a range of topics around the history of communism, transitions to democracy and Central European history and culture.
Open Journals Collective: Multidisciplinary Collection

The Open Journals Collective (OJC) is an international collective of scholars, libraries, and university-based publishers. The OJC believes that academic research should be available to all, with no author fees and no paywalls. Their mission is to build a sustainable future for academic journals by challenging the profit-making models of global corporate publishing and data systems. The Multidisciplinary Collection includes the journals in the Science, Engineering, Technology & Math (STEM) and Arts, Humanities & Social Sciences (AHSS) collections.

The Mathematical Sciences Publishers (MSP) Expanded Package (MPX) title list follows, including perpetual electronic access to the articles in the year of the subscription. MSP’s 2026 Subscribe to Open program includes five journals, with the anticipation to add more in future years. The MIT Press D2O program met the annual funding goal to provide access to ~100 monographs and edited book collections freely accessible worldwide. Similar to past years, UCs receive access to the Direct to Open 2026 Complete Monographs (open access titles), and the 2026 Trade Monograph titles (IP access).
