New and Continuing Resources and OA Investments Fiscal Year 24-25
FY24-25 New and Continuing Resources
CDL is pleased to announce new and continuing resources recently acquired by the UC Libraries for systemwide use by UC students and faculty. The selection of these resources was a collaborative effort involving all ten campuses, with input from the Joint Steering Committee for Shared Collections (JSC), the Shared Content Leadership Group (SCLG), and the Project Transform Working Group (PTWG). Thank you to SCLG, PTWG, and JSC for prioritizing these high-value resources.
How did we decide to purchase these resources?
JSC, SCLG and PTWG identified resources that would provide high value to the UC System, based on guiding principles such as ensuring equitable access to vital scholarly content across the system and advancing the diversity of voices represented in our collections. In October 2023, JSC surveyed library staff from each UC campus and all Common Knowledge Groups (CKGs), soliciting recommendations for scholarly resources for systemwide acquisition. JSC ranked the campus responses, and CDL requested and evaluated proposals from the vendors. The next JSC survey will be distributed in Fall 2025.
How are we paying for these resources?
All of the following resources were licensed with no costs borne by the campuses, thanks to central funding established to support the needs of the UC collective and to improve systemwide access to important scholarly work. In addition, CDL is pleased to fund some acquisitions, and contribute to others, from its one-time content budget.
(New) Bungeishunjū Archives 文藝春秋アーカイブズ [2nd phase: 1951-1975]

Bungeishunju is a monthly general magazine founded in January 1923. This purchase is for the “2nd Period” of the Archive: Bungeishunju Vol. 29, No. 1 to Vol. 53, No. 12 1951-1975. The Phase 1 collection is already owned by the UC system, with coverage dates 1923-1950.

This collection is a separate and distinct archive with additional material to complement the existing systemwide Burney Newspaper Collection Part I, which is already owned by the UC system.

Oxford University Press, Oxford Bibliographies Online (OBO) (Additional Subjects)
CDL purchased the remaining 17 Oxford Bibliographies Online subject areas in perpetuity (including access fees) for the entire UC system. This purchase covers the January, May, and September 2024 uploads for all subjects. Access is for all UC campuses, and can be found at the Oxford Academic platform.
Project MUSE 2025 Complete Collection – 10 Campuses (Invoiced via GOBI)
In FY24/25, UC Berkeley joined the systemwide agreement for Project Muse.
Each year, Project MUSE offers a selection of front list collections that are available for advance purchase, providing access to newly released titles from participating publishers.
The 2025 Complete Collection will include over 2,400 new releases, with 1,599 titles published to date. Access to new titles in the collection(s) is available immediately upon their release on the Project MUSE platform, in a DRM-free format, unlimited simultaneous usage, downloading, and printing.

New and Continuing Scholarly Communication Investments: OA Initiatives and Subscribe to Open
In addition to the resources listed above, in consultation and collaboration with the UC-wide Shared Collections Leadership Group (SCLG) and the Project Transform Working Group (PTWG), the following new and continuing scholarly communication investments were funded in full in Fiscal Year 24/25, reflecting our commitment to “invest in open” by allocating a portion of our collections funding to the development of open content and infrastructure in support of UC scholarship and teaching.
OA Initiatives
(New) Projects to Support UC-authored Open Access Monographs
Three pilot projects have been funded to enable the opening of UC-authored monographs:
UC Press Pilot Project – supporting both new and backlist monographs; three-year pilot
Duke University Press Pilot Project – supporting both new and backlist monographs; three-year pilot
Oxford University Press Pilot Project – supporting backlist monographs; one-year pilot
More details about these projects will be available soon.
Funding was also provided to sponsor the opening of 34 UC-authored monographs included in forthcoming Big Ten Open Books collections.
(New) Copernicus
Copernicus Publications is a professional publisher specializing in full open-access journals, with peer-reviewed scientific journals whose articles are freely accessible via the Internet. Related costs for the review, production, publication, and archiving of scientific articles published in such journals are typically paid by authors of the articles through article processing charges (APCs). FY24/25 funding supports 50% of the APCs for all UC corresponding authors who choose to publish in one of the following 26 journals:

The Lyrasis Open Access Community Investment Program (OACIP) provides a community-driven framework that enables multiple stakeholders to evaluate and collectively fund Diamond Open Access (OA) journals. Funding support for the OACIP All Journals Bundle is for three years: 2024 (Year 1), 2025 (Year 2), and 2026 (Year 3), distributed evenly across 8 2024 OACIP journals:

OEN (Open Education Network) is a not-for-profit started at the University of Minnesota to support open textbooks, and specifically the Open Textbook Library, OEN has expanded to become a community that “advances the use of open educational resources and practices” in “both vision and practice.”

Support for OA eBook Publishing
The 2025 annual fee is fully funded for nine UC campuses, with DRM-free, unlimited access to collections from the Liverpool University Press and Central European University Press backlists (the CEUP titles are hosted on the Project MUSE platform). The support enables both Liverpool University Press and CEUP to publish new frontlist books in OA format. The membership revenue is used only to produce new OA monographs, without requiring authors to find funding for book processing charges (BPCs).
Continued funding for Liverpool University Press (LUP) Modern Languages Package (9 UCs, UCSF does not participate)
The Modern Languages Package from Liverpool University Press is the same package that was funded for the initial 3-year term (from FY22-FY24). The UC Libraries decided to continue their advocacy for Open Access by renewing support for a second three-year term beginning in FY24/25.
Having also invested for the prior three years (2022 – 2024), all participating libraries now have unlimited, perpetual access to the Modern Languages package of titles on Hispanic culture and language, literature, theory and history.
Central European University Press (CEUP) (9 UCs, UCSF does not participate) : East Meets West package (New)

Funding support in FY24/25 is for Year 1 of a three-year commitment for the new CEUP East Meets West Package, and will be paid each year for three years (2025, 2026, 2027). At the end of the 3-year period, participating campuses will have perpetual access to the East Meets West collection backlist package of titles about the historical context of the current conflict between Russia and Ukraine.
During the prior three-year support period for Opening the Future, CEUP (FY22 – FY24), participating libraries selected individual collections, and they each now have unlimited, perpetual access to these packages, which cover a range of topics around the history of communism, transitions to democracy and Central European history and culture.

The MIT Press’s D2O program met the annual funding goal for 2025, and will provide access to ~100 monographs and edited book collections freely accessible worldwide. Similar to past years, we receive access to the Direct to Open 2025 Complete Monographs (open access titles), and the 2025 Trade Monograph titles (IP access).
