New and Continuing Resources and OA Investments Fiscal Year 23-24
FY23-24 New and Continuing Resources
CDL is pleased to announce new and continuing resources recently acquired by the UC Libraries for systemwide use by UC students and faculty. The selection of these resources was a collaborative effort involving all ten campuses, with input from the Joint Steering Committee for Shared Collections (JSC) and the Shared Content Leadership Group (SCLG). Thank you to SCLG, JSC, and the JSC subcommittee for prioritizing these high-value resources.
How did we decide to purchase these resources?
JSC and SCLG identified resources that would provide high value to the UC System, based on guiding principles such as ensuring equitable access to vital scholarly content across the system and advancing the diversity of voices represented in our collections. In October 2023, JSC surveyed library staff from each UC campus and all Common Knowledge Groups (CKGs), soliciting recommendations for scholarly resources for systemwide acquisition. JSC ranked the campus responses, and CDL requested proposals from the vendors. The proposals were evaluated by CDL and JSC, and final recommendations were presented to SCLG for approval.
How are we paying for these resources?
All of the following resources were licensed with no costs borne by the campuses, thanks to a central fund established to support the needs of the UC collective and to improve systemwide access to important scholarly work. In addition, CDL is pleased to fund some acquisitions, and contribute to others, from its one-time content budget.

A brief description of each resource follows. All were purchased using the funds noted above unless otherwise indicated:
Duke Univ. Press frontlist (DeGruyter Platform) and Duke UP eBook Backfile & Archive (1964-2013) (De Gruyter Platform)
As previously announced, access to the 2024 Duke eBook frontlist and backfile & archive collection is now available to all UC campuses on the De Gruyter platform.
Kanopy BASE: Announced Last Year – Funded for 2024
Kanopy | kanopyBASE (KBASE) – Bundled Academic Subscription for Education
Kanopy BASE comprises approximately 10,000 premium titles. Access is for all UC campuses, and campus access URLs can be found here.
Highlights of this package include:
- 55% exclusivity (films only available on Kanopy)
Comprehensive subject coverage
Public performance rights included with many films
Authorized users can stream films on their preferred device (phone, tablet, desktop etc.)
Administrative portal for detailed reports

CDL purchased 29 Oxford Bibliographies Online subject areas in perpetuity, including a buyout of annual updates, for the entire UC system.

Oxford University Press: Oxford Scholarship Online (OSO) 2024 Frontlist
The 2024 Oxford Scholarship Online Frontlist purchase includes systemwide ownership and unlimited access to the full 2024 collection of ebooks from Oxford University Press, covering 27 subject areas across humanities, social sciences, sciences, medicine, and law, for all titles published online from October 2023 through September 2024. This purchase covers the January, May, and September 2024 uploads for all subjects. Access is for all UC campuses, and can be found at the Oxford Academic platform.
Project MUSE 2024 Complete Collection
Each year, Project MUSE offers a selection of front list collections that are available for advance purchase, providing access to newly released titles from participating publishers.
The 2024 Complete Collection of books on Project MUSE provides early access to newly published books from the more than 200 university press and related scholarly publishers who participate in MUSE book collections. The 2024 Complete Collection will include over 2,400 new releases. Access to new titles in the collection(s) is available immediately upon their release on the Project MUSE platform, in a DRM-free format, unlimited simultaneous usage, downloading, and printing.
This purchase includes access for 9 UC campuses (UC Berkeley purchases Project Muse titles separately).
New: ProQuest (Part of Clarivate) – The Artforum Archive
CDL purchased the Artforum Archive for UCD, UCM, UCSC, and UCSF. Combined with prior campus purchases, all 10 UCs now have access to the Artforum Archive at ProQuest. The archive features reviews and interviews about artists, exhibitions, and publications. Artforum also covers adjacent cultural forms, including architecture, film, fashion, photography and music. Access will be at the main ProQuest platform.

UC Press publishes titles in the humanities, social sciences, and natural sciences. The 2024 Frontlist collection of UC Press ebooks was purchased with access for all UC campuses, with access on the De Gruyter platform.
New and Continuing Scholarly Communication Investments: OA Initiatives and Subscribe to Open
In addition to the resources listed above, in consultation and collaboration with the UC-wide Shared Collections Leadership Group (SCLG), the following new and continuing scholarly communication investments were funded in full in Fiscal Year 23/24, reflecting our commitment to “invest in open” by allocating a portion of our collections funding to the development of open content and infrastructure in support of UC scholarship and teaching.
OA Initiatives
DOAB/OAPEN Membership: 10 Campuses
Funded for the period beginning July 1, 2024 and ending June 30, 2027
The membership helps to fund the OAPEN library, OAPEN’s open access books toolkit, the Directory of Open Access Books (DOAB), the infrastructure to sustain the free services and metadata, and to further develop the platforms for the benefit of users worldwide.
(New) Open Book Collective
Funding for the Open Book Collective and University Press Supporter Programs
July 1, 2024 – June 30, 2027
The Open Book Collective (OBC) is a registered charity that brings together open access book publishers, open publishing service providers, and knowledge institutions working in collaboration for a more sustainable and equitable future for open access books. Funding supports open access monograph publishing by the following presses (each participates in the Open Book Collective) and the Thoth Open Metadata platform :

Open Education Network (OEN) Membership: Funded for 2024
OEN (Open Education Network)is a not-for-profit started at the University of Minnesota to support open textbooks, and specifically the Open Textbook Library,OEN has expanded to become a community that “advances the use of open educational resources and practices” in “both vision and practice.”
Opening the Future: Funded for 2024
Support for OA eBook Publishing
The 2024 annual fee is fully funded for nine UC campuses, with DRM-free, unlimited access to the Liverpool University Press and Central European University Press backlists (the CEUP titles are hosted on the Project MUSE platform). UC campuses will receive perpetual access after three years of participation, in April/May 2025. The support enables both Liverpool University Press and CEUP to publish new frontlist books in OA format. The membership revenue is used only to produce new OA monographs, without requiring authors to find funding for book processing charges (BPCs).

SciPost: Funded for 2024
SciPostis a not-for-profit open repository publishing infrastructure, which includes innovations such as “peer-witnessed refereeing,” a form of open peer review. SciPost is managed by scientists. There are no author fees, and authors retain copyright when submitting for publication in SciPost.
The Society for Cultural Anthropology: Funded for 2024
CDL contributed to the 2024 Open Access Community Investment Program (OACIP) for Cultural Anthropology, a peer-reviewed Diamond open access journal that publishes ethnographic writing informed by a wide array of theoretical perspectives, innovative in form and content, and focused on both traditional and emerging topics.
